Speed Conversion

Hi
Is there a way to apply a speed change without altering the total amount of frames ?
I mean by that if you have a 240 frames video in 24fps you will have a 10 seconds video file but if you apply a speed change to 25fps you will still have 240 frames but the video duration will be shorter… ?
