after adding a host to "List exclude hosts" the workflow explicitly takes this host to perform his tasks.

Hi Taner,

I'm not able to reproduce this. I have tried with two different farms and they behave the exact same way:
Hosts in the list set to exclude does NOT take jobs. Are you 100% your workflow is not set to "List include hosts"?

As far as I can see it was related to a single workflow.
I've erased it from the face of the earth.
