What do you mean? Use it in a commercial business, within a commercial or to produce commercials?

Does that include non-profit organizations and governments?

Just to mention, when producing commercial Clips, one should not only look at the FFAStrans license but also at the Codecs licenses that are encoded. As ffmpeg is typically used to do the encoding and by default, ffastrans delivers the ffmpeg version that contains non licensed codecs as well.

Here some description from MPEGLA for the h.264 license fees.
http://www.mpegla.com/main/programs/avc ... avcweb.pdf

One way to workaround the Problem is to avoid using CPU based encoders like X264 and instead use already licensed hardware encoders like NVENC and Co... Or use some open source codecs like VP8. Same for Audio of course.

Unfortuantely i am not aware of any way to buy a license for the software codecs in ffmpeg. You can buy an x264 license here [https://licensing.x264.org/en/], but i dont think they cover ffmpeg usage.
emcodem, wrapping since 2009 you got the rhyme?
