Yeah but I think it would be better to say "change" TC instead of "fix". Anyway, yes, this is only an information, the file length will be the same.
If you want to "cut" your file, you should use a custom ffmpeg node..
Tell us what exactly you want to do.

I just want to get rid of the black at the beginning of the video. previously I was able to do with the trim option on avisynth. but when I saw start tc in the encoder I thought it could cut it, it turned out that I misunderstood. 😁
