It's an old issue, as far as I remember, I meet it even at 0.6.
It happens only to Populate Variable nodes.

To reproduce:
1) Change the description of Populate Variables node (to "test") and save workflow
2) Switch to another workflow and then go back to the first one
3) Edit some parameters of Populate Variables, press Ok and save workflow.
4) Switch to another workflow and go back again.
expected: correct description "test"
in fact: default description

Sorry, unless i misunderstand the issue I'm not able to reproduce. The node correctly keeps the last midified name/description intact.
So this only happens with the "Populate Variables"-node?

As far as I know, it only happens with the "Populate Variables". Definitely.
The node fails to keep its description after any parameters (variables or values) was changed.

Ah, yes now I see the problem. I misunderstood you the first time but now I can recreate the issue. Thanks for notifying!
