The latest programm-version of "Avira Antivir" also blocks some executables on Win10. Deinstalled that antivir-"Service" and putted back the exes from quarantine. everything is fine again.

You, were right. I solved it and it was related to permissions. I copied the programm folder from one machine to a smb share and then down to another workstation.
